Additional comments:
it's enforced by the ranking criteria because tags are part of metadata which can easily be scrapped, filtered, sorted, etc. QSVDS (Quaver Scroll Velocity Difficulty System) for instance rates every map even if SV is this minor (as long as the rate of change is at least 1%, so normalized maps via BPM changes affecting scroll speed with normalized SVs do not count even if they tend to be just the slightest bit inaccurate)

i'll be honest, tagging every map that has a single sv change with SV really feels like overkill, and i feel will make it more difficult to find actual SV maps.
