This chart is improrporly synced, and the notes simply do not accurately follow the music. Incorrect snaps are constantly used and the chart just does a fairly bad job of accurately representing the music. You could put this chart to another song and it would make about as much sense there as it does here.
If you want to actually get good at charting don't chart camellia music. Its popular, which means its already been charted by someone else a lot better than you will, and the music is so complicated so you'll have an awful time trying to chart it and probably do it wrong. Try something simpler and within your skill range next time.
