i made an upsie opsie with offset because of osu version, added +26ms as you said

offset seems right as it is now, adding 26ms makes the map really offsync at 25% speed (the waveform has a little bit of delay some cases)

Apply +26 offset
Source should be "J-NERATION TOYS 3" and the genre doesn't include "J-pop", instead it should be "Dance", remove the comma at the end of the tags
